Well written but slow moving, especially at first, and extremely verbose. Slowly, gradually, we get to know the characters, and to care about them. By the end of the novel we are well engaged in the story - and then it just ends.

This isn't a stand alone book. It's only the first part of a novel written in more than one volume. The second half is titled All Clear.

Oddly, Blackout won both the Hugo and the Nebula awards, and All Clear, which is really the scond half of this novel, apparently was not even nominated for any awards.
